The Role and Importance of Migrant Workers in the Cleaning Industry

Research description
This research project sought to understand the role and importance of migrant labour in the cleaning industry. Although the role of migrant labour is identified as of particular importance to the cleaning industry, Asset Skills had little objective information on the scale of migrant labour involvement. The research methods involved in this research included:

• A quantitative survey undertaken across all regions of England. A total of 267 employers participated in the survey, employing a total of 85,901 cleaners in the cleaning industry.

• WA qualitative interview programme which resulted in the development of nine cleaning company case studies, which specifically focus on the role and importance of migrant workers. Each case study was developed in a standard format focussing on company background, workforce profile, migrant worker roles and the importance of migrant workers to overall company performance

Reporting on the project included the presentation of a range of key issues relating to the employment of migrant workers, which were highlighted during the research programme. These included:

• Recruitment

• Skills

• Training and support

• Adequacy of existing training and support

• Migrant worker case studies

• Lessons learnt

• Conclusions

The report also included a number of conclusions on the role and importance of migrant workers in the cleaning industry and summarised the key issues facing the cleaning industry in relation to the employment of migrant workers. It also set out some implications for Asset Skills, as the Sector Skills Council for the cleaning industry.
