The core Labour Market Solutions research team comprises Mick Feloy (Director), David Payne (Director), Joanna Benson (Researcher) and Julia Wilkinson (Researcher).


LMS also draws on a wide network of experienced associates and associated organisations to create project teams, taking full advantage of the different skills and expertise that they each bring.


Mick Feloy
Mick Feloy
Mick is the founder of Labour Market Solutions.
He has undertaken extensive research on issues relating to skills, training, human resource, labour market, regeneration and social exclusion issues over the last 20 years.
This has included work in academic research posts, as a senior local authority officer in London and Birmingham and more recently in a consultancy capacity.

A strong theme running through much of his work has been to ensure that the research provides a clear basis for practical action.

Mick has successfully project managed a diverse range of labour market related research projects over the last 14 years as a consultant managing LMS.

Key clients over the past few years have included Sector Skills Councils, Sector Skills Boards, Chambers of Commerce, Business Links, Learning and Skills Councils, FE colleges, Connexions, Regional Development Agencies, and local authorities.

Examples of recent projects Mick has undertaken are included under each area of LMS service provision.

Mick completed his first degree in Development Studies at the University of East Anglia in 1984, obtaining an Upper Second class Honours and obtained a second degree in Economics (MSc) at Birkbeck College, University of London.



Joanna Benson
Joanna Benson
Before undertaking research work over the last two years Joanna was the bursar for a small school. Duties included office management and administrative support to all staff and students and reporting to Governors meetings in addition to being the first point of contact for all parents for information and support.

Joanna is an experienced focus group facilitator. She recently she conducted a number of focus groups with Young Apprentices and Work Based Learners on behalf of Labour Market Solutions, in relation to a programme of work being undertaken on behalf of IMI/Automotive Skills, the Sector Skills Council for the automotive industry.

Joanna has worked on a range of research projects for Labour Market Solutions including extensive programmes of work undertaken on behalf of Asset Skills and Semta.

In addition to the arrangement and facilitation of focus groups Joanna has been responsible for arranging face to face interviews, arranging and conducting telephone interviews, individual ‘case study’ interviews and undertaking interview write-ups.



David Payne
David Payne
Over the past nine years, David has managed a range of labour market and related assignments for a wide range of clients.

Key areas of analytical activity have included:
  • Area based assessments
  • Skills analysis (demand and supply side)
  • Spatial analysis of ILR data
  • Specific sector studies
  • Strategic reviews of provision
  • Issues relating to tackling labour market disadvantage
  • Enterprise support needs

David was recently responsible for the development of the Sector Skills Agreement and associated research for Asset Skills in conjunction with the Asset Skills Research Team.

David has also undertaken a number of evaluation exercises in relation to SRB programmes and New Deal for Communities.

Prior to joining Labour Market Solutions, David worked within local government both as an Economic Development Officer and Senior Policy Advisor. He also has extensive experience within the private sector.

David obtained an Upper second class honours degree in Town and Regional Planning at Dundee University in 1980.



Julia WilkinsonJulia Wilkinson
Since joining Labour Market Solutions as a Researcher in October 2007, Julia has worked on projects related to industries including cleaning, facilities management, engineering and the voluntary sector. She has arranged and undertaken telephone interviews, carried out desk research and completed report writing and proof reading.

Having graduated from Cardiff University in 1990 with an Upper Second class Honours degree in Economics, Julia was offered the post of Researcher in the same department. Teaching on undergraduate and postgraduate programmes, Julia worked as a Researcher and Associate for several years at Cardiff. Projects included financial economics, labour economics and industrial relations related work.

Following a move to Bath, Julia completed a Postgraduate Diploma in Careers Guidance at the University of the West of England (UWE) in 2004, obtaining a Distinction. Subsequently she worked for the Connexions service in Wiltshire before taking up the position of Careers Adviser at the University of Bath. With primary responsibility for providing guidance and advice to all students on all Business and related courses during her time there, Julia also wrote reports following her many employer visits and became qualified in psychometric testing.
